焦居仁司長(zhǎng)出席“土壤侵蝕管理國(guó)際學(xué)術(shù)討論會(huì)”

出席本次會(huì)議的還有山西省副省長(zhǎng)范堆相先生、中國(guó)科學(xué)院地理科學(xué)與資源研究所所長(zhǎng)劉紀(jì)遠(yuǎn)教授、山西省水利廳李英明廳長(zhǎng)、袁浩基副廳長(zhǎng)、加拿大多倫多大學(xué)環(huán)境研究所所長(zhǎng)羅尼·懷特教授等。來(lái)自中國(guó)、美國(guó)、加拿大、西班牙、比利時(shí)、新加坡以及香港和臺(tái)灣地區(qū)的60余名國(guó)內(nèi)外科學(xué)家參加了此次會(huì)議。有50余篇學(xué)術(shù)論文參加了會(huì)議交流。
1996年,由加拿大國(guó)際發(fā)展署(CIDA)、中國(guó)科學(xué)院和山西省財(cái)政廳資助的“中國(guó)北方土壤侵蝕管理信息系統(tǒng)(SEMGIS)”項(xiàng)目開(kāi)始實(shí)施。項(xiàng)目由中科院地理科學(xué)與資源研究所、山西省水利廳、加拿大多倫多大學(xué)環(huán)境研究所和內(nèi)蒙古伊克昭盟水保所共同承擔(dān)。項(xiàng)目實(shí)施五年來(lái),經(jīng)過(guò)中加雙方的通力合作,在項(xiàng)目實(shí)施地區(qū)當(dāng)?shù)卣拇罅χС窒?,在黃土高原小流域侵蝕產(chǎn)沙過(guò)程模擬、土壤侵蝕管理信息系統(tǒng)和小流域綜合治理方面取得了大量的研究成果和管理經(jīng)驗(yàn)。此次會(huì)議作為該項(xiàng)目的階段性總結(jié),同時(shí)也為國(guó)內(nèi)外專家、學(xué)者提供了一個(gè)水土保持科研成果展示和交流的機(jī)會(huì)。參加會(huì)議交流的一些科研成果,對(duì)推動(dòng)我國(guó)水土流失防治技術(shù)、水土保持信息管理以及水土保持科研水平的提高具有很好的指導(dǎo)意義。
會(huì)議期間,與會(huì)專家的代表還參觀和考察了山西省靜樂(lè)縣風(fēng)神山流域、條子溝流域、婁煩縣腦腦溝流域以及汾河水庫(kù)水土保持綜合治理成果。(牛志銘供稿)

尊敬的主席先生、女士們、先生們:
早上好!
在新世紀(jì)的春天,中國(guó)和加拿大的朋友們相聚在太原,共同研究土壤侵蝕管理問(wèn)題,這有著重要的意義。我代表水利部水土保持司向大會(huì)表示熱烈的祝賀!向各位朋友表示衷心的歡迎和感謝!
水土流失是中國(guó)頭號(hào)環(huán)境問(wèn)題。中國(guó)政府高度重視水土保持生態(tài)建設(shè),將水土保持確立為國(guó)家的一項(xiàng)基本國(guó)策。江澤民主席在1997年發(fā)出了:治理水土流失,改善生態(tài)環(huán)境,建設(shè)秀美山川的偉大號(hào)召;國(guó)務(wù)院批準(zhǔn)了全國(guó)生態(tài)環(huán)境建設(shè)規(guī)劃;國(guó)家從1998年大幅度增加了投入,全國(guó)綜合治理進(jìn)度加快,質(zhì)量提高;水土保持作為生態(tài)建設(shè)的主體,發(fā)揮了重要作用,中國(guó)的水土保持進(jìn)入了一個(gè)新的發(fā)展時(shí)期。
科學(xué)技術(shù)是第一生產(chǎn)力,科技進(jìn)步與創(chuàng)新是推動(dòng)經(jīng)濟(jì)和社會(huì)發(fā)展的決定性因素。隨著世界科學(xué)技術(shù)的突飛猛進(jìn),21世紀(jì)科學(xué)技術(shù)和生產(chǎn)力必將發(fā)生新的革命性突破。
水保生態(tài)要向縱深發(fā)展,必須依靠科技進(jìn)步和深化改革。中國(guó)和加拿大科學(xué)家的合作,是一次水保生態(tài)界的強(qiáng)~強(qiáng)聯(lián)合。項(xiàng)目實(shí)施5年來(lái),在黃土高原小流域侵蝕產(chǎn)沙過(guò)程模擬、土壤侵蝕管理信息系統(tǒng)和小流域綜合治理方面取得了大量的研究成果和管理經(jīng)驗(yàn)。這些高質(zhì)量的成果,必將對(duì)我國(guó)水土流失治理產(chǎn)生深遠(yuǎn)影響。
黃土高原是我國(guó)水土流失最嚴(yán)重的地區(qū),又是開(kāi)展水土保持工作力度最大的地區(qū)。山西省委、省政府高度重視這項(xiàng)工作,各級(jí)領(lǐng)導(dǎo)和廣大干部群眾,真抓實(shí)干。多年來(lái),走出了路子,積累了經(jīng)驗(yàn),取得了顯著的成效。進(jìn)入江河的泥沙在減少,減輕了水、旱災(zāi)害;許多治理區(qū)的群眾脫了貧,走上了致富奔小康的路子;地區(qū)經(jīng)濟(jì)得到了發(fā)展。水土保持作為改善農(nóng)業(yè)生產(chǎn)條件、改善生態(tài)環(huán)境、治理江河的根本性措施,越來(lái)越被人們所認(rèn)識(shí),越來(lái)越被各級(jí)領(lǐng)導(dǎo)所重視。
山西省的水保生態(tài)建設(shè)工作,在中國(guó)有許多獨(dú)到之處:一是重視水土保持的科學(xué)研究和技術(shù)推廣。從汾河綜合治理的科學(xué)研究,到這次黃土高原土壤侵蝕管理的聯(lián)合研究,顯示出他們的遠(yuǎn)見(jiàn)卓識(shí)。二是深化改革,搞活機(jī)制。從80年代初的戶包治理小流域,到90年代的拍賣“四荒”使用權(quán),極大地調(diào)動(dòng)了廣大群眾治山治水的積極性。三是對(duì)外開(kāi)放,引進(jìn)世行貸款,治理黃土高原。這些舉措凝結(jié)著農(nóng)民群眾的創(chuàng)造,是各級(jí)干部學(xué)習(xí)鄧小平理論的偉大成果,是“三個(gè)代表”重要思想的具體實(shí)踐和體現(xiàn)。這些舉措具有開(kāi)創(chuàng)意義,產(chǎn)生了巨大的生態(tài)效益、經(jīng)濟(jì)效益和社會(huì)效益,推動(dòng)著水保生態(tài)工作向縱深發(fā)展。
當(dāng)前我國(guó)進(jìn)入了“十五”發(fā)展的新時(shí)期,要以發(fā)展為主題,以結(jié)構(gòu)調(diào)整為主線,以改革開(kāi)放和科技進(jìn)步為動(dòng)力,以提高人民生活為根本出發(fā)點(diǎn),全面推進(jìn)經(jīng)濟(jì)發(fā)展和社會(huì)進(jìn)步。山西省的水土保持生態(tài)建設(shè)工作緊扣這個(gè)主題和主線,而且又牢牢抓住了科技進(jìn)步和改革開(kāi)放這兩個(gè)動(dòng)力,我們堅(jiān)信,在省委、省政府的正確領(lǐng)導(dǎo)下,通過(guò)與世界各國(guó)水土保持界朋友的共同努力,必將取得更大的成績(jī)!

the Ministry of Water Resources (MWR), China
Good Morning, Mr. President, Ladies and Gentlemen,
What a meaningful event it was to have us gathered together here today and to discuss the soil erosion management in this new Century’s Spring. On the behalf of the Soil and Water Conservation Department, the Ministry of Water Resources, I would tip my hat to the conference and would express my sincerely welcomes and thanks to all of you.
Soil erosion and water loss is the first-ranked environmental problem of China currently. The China’s Government paid much high attention on this issue. Soil and Water Conservation has been established as a Basic National Policy. In 1997, President Jiang Zemin called on to control soil erosion and water loss, to improve ecological environment, and to build a beautiful and clear globe. The National Ecological Environment Construction Plan was also approved by State Council in the same year. Since 1998, the investment into soil and water conservation had been enhanced greatly and the process was progressed with faster rate and higher quality subsequently. As the principal part, Soil and Water Conservation is playing more and more important roles in the ecological environment construction of China.
Scientific technology is the first productivity. Its advancement and innovation becomes the determinant factor to boost the development of economy and society. With the scientific technology speeding up allover the world, a revolutionary rush is anticipated to be realizing on science and productivities.
In the long run, the deeper and wider development of soil and water conservation will rely upon the scientific improvement. The collaboration between China’s Scientists and Canadian’s was a great challenging in soil and water conservation research. Since the project has been conducted for five years, much studying accomplishments and management practices have been gained on erosion and detachment simulation of small watersheds, soil erosion management Geographic Information System, and small watersheds comprehensive management in Loess Plateau. Undoubtedly, the successes will have a deep impact on soil and water conservation of China.
As a region suffering from the most severe soil erosion, Loess Plateau at the meantime is the place where soil and water conservation has been conducted much heavily. The soil and water conservation in the region was attached to great importance by the Provincial Government. Various local people took a lot of efforts to control the water loss and soil erosion and exercised many effective practices and reached great accomplishments. The sediment is decreasing into the river meanwhile the flooding and draught disasters happen lightly and infrequently. In some places, poverty problems have been alleviated influentially and local economy developed generally meanwhile. The roles of soil and water conservation have been accepted by more and more people and were getting recognized by local governors.
Considering the practical works in Shanxi, in the first part, the scientific researches and technological popularization were paid much attention. The foresight was revealed through certain research projects involving Fenhe River Comprehensive Management Project and this research implemented in Loess Plateau. In the second part, reformation and institution were activated regarding the conservation practices. The public positivity was mobilized through series program saying family contracted management of small watersheds in 80’s and public sale for appropriative rights of barren lands covering hills, valleys, hillocks, and beaches. In the third part, loans from such international organizations as the World Bank were used for soil and water conservation in this region. The auspicating actions brought great ecological, economic, and social benefits and prompted this business developing to a higher extent.
At the present, China is stepping into the new developing period. The progress takes development as the main theme, does industry constitution adjustment as the masterstroke, does the reformation and scientific innovation as the main force, and does people’s living conditions improving as the main target.
I am extraordinarily hopeful as I noticed that the soil and water conservation in Shanxi is keeping closely up with national strategies of the new century. I’m indeed confident that the project would be achieving much greater success in the future through your great efforts.
